Uncertainty hangs over World Cup hosting

The contest to host the 2018 and 2022 World Cups, due to be decided by soccer's governing body FIFA has been discredited and thrown into uncertainty by allegations of vote-selling.

Two members of FIFA's executive committee -- Amos Adamu of Nigeria and Reynald Temarii of Tahiti -- were provisionally suspended on Wednesday for 30 days by the ethics committee.

It is alleged they offered to sell their votes when approached by Sunday Times reporters posing as lobbyists for an American consortium.

FIFA general secretary Jerome Valcke said on Wednesday he expected the vote to go ahead on December 2, but the soccer's governing body will have to act quickly and decisively to ensure it does.

England and Russia are bidding to host the 2018 World Cup along with joint bids from Spain/Portugal and Belgium/Netherlands while Japan, South Korea, Qatar, United States and Australia are candidates for 2022.

Voting dilemma

Voting rights are restricted to the 24 members of the FIFA executive committee. This compares to more than 100 voting members when the International Olympic Committee chooses venues for the Summer and Winter Olympic games.

If Adamu and Temarii are expelled, it is unclear whether they would immediately be replaced -- FIFA statutes dictate that regional confederations choose the executive committee members -- or whether the vote would be reduced to 22.

Bidding nations may protest if the size of the already-small electoral college is reduced still further.

FIFA officials on Wednesday did not want to discuss either scenario, saying it was premature.

"I'm not a prophet," head of the ethics committee Claudio Sulser said. "It's hard for me to answer, it depends on the evidence that is brought forward."

Ethics committee

FIFA's ethics committee is relatively new, having been created in 2006. Its first chairman was former British athlete Sebastian Coe while Sulser is a lawyer and former Swiss soccer international.

One of its main briefs is to keep watch over the bid process for 2018 and 2022.

The committee said it would produce a final verdict on Temarii and Adamu by mid-November.

"I think we can take a decision before December2... probably between November 15 and 17," Sulser said.

Possible collusion

Two unnamed candidate nations will also be investigated for breaching rules on collusion.

FIFA has rules banning bidding nations from making agreements with each other, but collusion was something critics said could become a possibility when it was decided to choose two World Cup hosts at the same time.

The ultimate penalty could be disqualification of the offending bids, but FIFA on Wednesday were reluctant to discuss this possibility, saying there were numerous stages to pass before such a drastic measure might be taken.

Film industry in the spotlight

Filmmakers and critics gathered in three workshops within the framework
of the first Vietnam International Film Festival on Oct. 20 to discuss
and encourage the development of the domestic film industry.

The Republic of Korea ’s film critic Cho Bockrey said she loved
watching Vietnamese films but used to feel that the local cinema
environment was very out-of-date.

"I've watched
several films by director Dang Nhat Minh and met some filmmakers," Cho
said. "I feel that the Vietnamese film industry is similar to the RoKo
industry about 20 years ago."

Cho said she played a
key role in choosing Vietnamese locations for the film Red River by
Chinese director Zhang Jia-rui, and she lauded the teamwork and quick
official approvals she witnessed in Vietnam .

Yoo
Byung-woon, who works as a cinematographer with the Korea Broadcasting
System, said he has been to Vietnam six times and lauded the efforts
of the Vietnamese movie industry despite limited technical conditions.

"The friendly manners and efforts of the Vietnamese
people, as well as the beautiful scenery and unique customs, are a rich
inspiration and will lead more film crews to select Vietnam as a
location," Yoo said.

"Vietnamese culture excites
creativity," he added. "It was very strange that, when we were preparing
a scenario back home that we couldn't work out, we just had to arrive
in Vietnam and work directly with a Vietnamese film crew, and we
were given new suggestions and inspiration."

The
director of the Singapore International Film Festival, Phillip Cheah,
suggested that Vietnamese filmmakers listen to and exchange more with
their audiences.

"We have seen Vietnamese films but
we want more," Cheah said. "If you bring your films closer to the
standards of international audiences, the film industry will develop
steadily."/.

HA NOI — Trang An Ninh Binh and the Military Signal Corps won the men's and women's titles at the National All-stars Volleyball Championship in Ninh Binh and Hai Duong provinces.

Local star Ninh Binh, playing alongside Thailand's Juyavy Kaksakaw, beat Hoang Long Long An 25-20 in the men's final at Ninh Binh Gymnasium.

Kaksakaw was by far the more dominant player, his height proving decisive. Coach Nguyen Manh Hung had earlier instructed his players to give the Thai national every opportunity to score.

The visitors came back in the second set, thwarting Kaksakaw's dominance. However, Long An's strikers, in particular Le Quang Khanh, let the visitors regain their supremacy, and Ninh Binh took the second set 25-21. Long An came back in the third, winning 25-21; however, they failed to maintain their momentum in the fourth set, losing quickly 19-25.

Sacombank Border Guard finished the competition in third place.

On the women's side at Hai Duong Gymnasium, Military Signal Corps came from behind to beat Vietsov Petro 19-25, 25-20, 25-23, 25-10 at Hai Duong Province Gymnasium.

Vietsov Petro spikers Le Kim Nhung and Russian national Katya were a force to be reckoned with in the first set, but Signal Corps' Tran Thu Trang managed to parry their attacks for the remainder of the match.

Signal Corps last won the tournament in 2008.

Festival features five French films

Festival features five French films

Five new movies showing in Hanoi this week are examples of French
cinema, known for its slow-paced philosophical art films with
interesting, even weird characters.

The movies in a variety of genres are features of the Country in Focus
section of the Vietnam International Film Festival which ends on Oct.
21.

The movies are Heartbreaker, Coco Chanel&Igor Stravinsky, Babies, Little Nicholas and Oceans.

Coco Chanel&Igor Stravinsky, directed by Jan Kounen, was chosen as
the closing film of the 2009 Cannes Film Festival. It is based on the
2002 fictional novel Coco&Igor by Chris Greenhalgh and traces the
affair between Coco Chanel and Igor Stravinsky in Paris in 1920, the
year that Chanel No 5 was created.

The documentary,
Oceans, is an ecological drama documentary filmed throughout the globe.
It is part thriller and part meditation, with minimal dialogue, on the
vanishing wonders of the sub-aquatic world.

It was
directed by Jacques Cluzaud, a cameraman for the movie Indochina , a
1992 French film set in colonial French Indochina during the 1930s.

Another French movie, the 3D animation movie Arthur and the War of the
Two Worlds, directed by Luc Besson, opened the festival on Oct. 17. The
director shows the world that French cinema is not only all about art
house movies, but also successful box-office blockbusters, including the
very latest in 3D animation technology.

French
representatives at the festival are Coco Chanel&Igor Stravinsky
actress Anna Mouglalis, director of Heartbreaker Pascal Chaumeil, Babies
director Thomas Balmes, and a representative of the Canne film festival
Christian Jeune.

Two others, Francois Catonne and Mathieu
Poirot-Delpech, are jury board members at the Vietnam festival in
the feature film category and for short films and documentaries./.
